Former Khokim of Gulistan district arrested on suspicion of involvement in an illegal land sale worth $ 300 000

Two residents of Gulistan, born in 1964 and 1976, colluded to sell 38 hectares of land owned by the Gulistan district administration to a business-minded citizen who wanted to construct multi-story residential buildings on this land area.  They demanded $ 300,000 in exchange for the expedition of all necessary documents through their connections with the authorities. 

Employees of the State Security Service for Sirdarya region, in collaboration with the Department for Combating Economic Crimes, detained two residents in Gulistan upon receiving an advance payment of $50,000.

The investigation into the case uncovered that the individual who previously served as the Khokim of Gulistan district from 2018 to 2021 was also linked to this illegal transaction.

The State Security Service (SSS) prevented the illegal sale of land in other regions of Uzbekistan. The leader and accountant of a farm specializing in the cultivation of agricultural products in Nurabad district, Samarkand region, conspired to sell 3 hectares of leased agricultural land (leased for 49 years) for $70,000. They were arrested by the State Security Service, in collaboration with the Department under the General Prosecutor's Office and internal affairs bodies, upon receiving an advance payment of $35,000.

In this regard, personnel from the SSS for Kashkadarya region also carried out operational activities in cooperation with other law enforcement agencies.

In particular, in the Kamashi district of Kashkadarya region, the head of a farm specializing in livestock breeding canceled his sublease agreement for 66.32 hectares of pasture land within the district's cluster which he was using. He requested 500 million soums in exchange for registering the lease rights of the 57 hectares of pasture land to the buyer through the cluster leaders.

However, he was caught with physical evidence when he received $20,000 and 100 million soums from the requested funds
In a separate incident, the head of an agro-firm in Shakhrisabz district proposed registering 50 hectares of irrigated land in the district administration's reserve for a year without relevant documents, through official acquaintances for 500 million soums. He was apprehended after accepting an advance payment of 150 million soums.

During the preliminary investigation, it was discovered that a portion of this money was intended for his criminal accomplice, the leader of a farm specializing in cotton and grain cultivation. This individual was also apprehended while receiving 20 million soums. 

It's worth noting that despite prior convictions, neither the leader of the agro-firm nor the cluster head learned from their mistakes.

In Surkhandarya region's Qiziriq district, a resident born in 1975 sought to sell 30 hectares of land allocated by the district Khokim in 2010 for a 49-year lease to establish a farming enterprise. He claimed the land area was 40 hectares and aimed to sell it to a buyer for 280 million soums.

He was caught red-handed when he received the requested amount of money during a swift operation conducted by the State Security Service, the Department under the Prosecutor General's Office, in collaboration with personnel from internal affairs.

Criminal proceedings have now been initiated against all these individuals.
