Sixty advanced districts and cities in Uzbekistan to be transformed into unemployment and poverty-free zones
Over the past six years, 1.6 million citizens have achieved a ʼgoodʼ credit history. At the same time, it is natural that the requirements for obtaining a new loan will increase for those whose history is rated “average”.
It was emphasized that banks should act as catalysts to help improve the credit history of such clients, enabling them to become entrepreneurs in the future.
A proposal was made to work with 100,000 “average” credit clients with projects, using a three-month individualized plan. This plan will include considerations of tax, electricity, and gas payments, enhancing their financial literacy, and transforming them into entrepreneurs by improving their projects.
During the meeting, measures to transform 60 advanced cities and districts across the country into areas free from unemployment and poverty were also discussed.
It was noted that it is necessary to provide employment for 2 million people and lift 417,000 families out of poverty in these districts in the coming year.
District and city governors (hokims) were instructed to improve infrastructure in these targeted areas.
Banks were also urged to secure strong financial resources to ensure opportunities translate into tangible results.
Alongside state funding, the need to attract external financial resources was emphasized.
To achieve this, each bank must establish a working group to attract foreign funds, systematically collaborate with foreign banks, conduct roadshows abroad, issue Eurobonds, improve bank ratings, and align with international standards.
The meeting highlighted a decline in the share of small and medium-sized businesses in the credit portfolio, dropping from 40% to 28% over the past five years. It was emphasized that measures should be taken to increase this share to 40%, or 120 trillion UZS.
In general, it was noted that the time has come to end the practice of financing large projects at the expense of small businesses.
