Temporary disability benefits to be assigned proactively
A Presidential Decree titled “On Measures to Improve the System for Assigning and Paying State Social Insurance Benefits” (No. PF - 206, dated 3 November 2025) has been adopted. This was reported by the Telegram channel “Huquqiy axborot”.
Under the decree, a new state social insurance system will be introduced in Uzbekistan starting 1 January 2026.
Citizens will be covered by state social insurance under the following conditions:
- Mandatory coverage – funded through a portion of personal income tax, as determined by the Law on the State Budget of Uzbekistan;
- Voluntary coverage – through a monthly insurance contribution of at least 5 percent of the minimum wage.
All payments under state social insurance will be disbursed through the State Social Insurance Fund (The Fund) under the National Agency for Social Protection, in proportion to citizens’ minimum insurance record and the amount of contributions paid.
The Fund will automatically assign and pay the following benefits:
- From 1 January 2026 – maternity benefits;
- From 1 July 2026 – temporary disability benefits.
In addition, starting 1 January 2030, unemployment benefits will also be assigned and paid through the Fund based on citizens’ applications.
