Early development centers to be established for children from low-income families
The government has approved a new resolution (No. 439, dated July 14, 2025) endorsing the Regulation on Early Development Centers, according to the telegram channel “Huquqiy axborot”.
The regulation outlines procedures for establishing Early Development Centers to provide educational and developmental services for children who are not enrolled in preschool and those with special educational needs.
These centers will serve children aged 3 to 6, with a particular focus on those from low-income families and those requiring special education support.
The centers will operate under two models:
- Special Preschool Education Service Model – where educators visit the homes of children aged 2 to 7 from families with special educational needs to deliver educational and developmental activities;
- Playgroup Model – short-term (3.5 to 4 hours) group sessions held at the centers for children aged 3 to 6.
"The centers will be established under the district (city) Departments of Preschool and School Education. No parental fees will be charged for any children enrolled in the centers," the report states.
