A new model for organizing the healthcare system to be introduced

President Shavkat Mirziyoyev has signed a decree titled “On Measures to Continue Reforming the Healthcare Sector by Improving the System of Medical Services and Principles of Care Delivery in the Republic”. This was reported by the Telegram channel “Huquqiy axborot”.
The decree outlines a comprehensive plan to modernize the nationʼs healthcare system, aiming to introduce a more effective, accessible, and people-centered model of medical care. A cornerstone of the reform is implementing a new model for primary healthcare services, inspired by international best practices.
A major focus of the new model is expanding the role of primary care physicians (known locally as family doctors). The government aims to increase the share of healthcare services provided by these physicians to 70 percent, strengthening their position as the first point of contact for patients.
Measures will also be taken to reduce the workload of medical personnel. By accelerating the digitalization of the healthcare sector and reducing paperwork, the initiative seeks to eliminate unnecessary bureaucracy and lower doctorsʼ workloads by up to 30 percent.
The new model will be launched as a pilot program in selected districts and cities starting July 1, 2025. If successful, the reform will be expanded to all districts and cities in the Samarkand region beginning January 1, 2026. This phased approach is intended to test the modelʼs effectiveness and create the foundation for its nationwide rollout.
Under the pilot initiative, new district and city healthcare departments will be established on the basis of existing medical associations. These new structures are expected to enhance the quality of local medical services, ensure more coordinated management, and provide healthcare that better responds to the needs of the population.
