Uzbekistan to establish National Energy Efficiency Agency

On March 27, a presidential decree [No. PF-63] “On Measures to Improve State Governance in the Field of Energy Efficiency and Develop the Market for Energy Service Companies” was issued. The “Huquqiy axborot” Telegram channel reported this.
The decree mandates the establishment of a National Energy Efficiency Agency under the Cabinet of Ministers.
One of the agencyʼs key responsibilities will be to implement a unified state policy on energy efficiency, develop regulatory frameworks, and introduce incentives to promote energy-saving technologies.
Starting July 1, 2025, the agency will provide subsidies to help households improve energy efficiency. The program will cover energy audit costs for residential buildings, 20% of the cost of solar panels and solar collectors, and 40% of the cost of heat pumps (including air, water, and geothermal systems). However, the subsidy amount shall not exceed 50 times the BHM (Base Calculation Value).
In addition, a digital platform aimed at enhancing energy efficiency will be launched by September 1, 2025.
The decree also mandates the creation of a non-budgetary fund under the agency to support and promote energy efficiency initiatives.
Furthermore, by October 1, 2025, Uzbekistan will introduce green energy efficiency standards for manufacturers and importers.
