Digital versions of passports and documents to gain legal recognition as of July 1
Electronic forms of identification and other documents will be officially recognized starting July 1, 2025. This is stipulated in the governmentʼs resolution “On measures to implement the ʼsocial cardʼ system in social support of the population.“
According to clarifications provided by the Unified Portal of Interactive Public Services(my.gov.uz), digital versions of identity documents, driverʼs licenses, and other official papers on the platform will now be officially recognized.
These digital services will be available through the my.gov.uz platform and the “Social Card” mobile app and are mandatorily accepted within the territory of the Republic of Uzbekistan.
The list includes the following documents:
• Biometric passports and ID cards of Uzbek citizens;
• Driverʼs license;
• Birth certificate;
• Marriage certificate;
• Divorce certificate;
• Vehicle registration certificate (technical passport);
• Pension certificate;
• Residence permit for stateless persons (ID card);
• Disability certificate;
• Mandatory vehicle insurance policy;
• Official diplomas certifying higher, secondary specialized, vocational, or professional education;
• Student ID;
• Certificates of individual entrepreneur registration;
• Documents for self-employed individuals;
• Cadastral passport of residential properties;
• Power of attorney for allowing other persons to drive personal vehicles.
Paper versions of these documents will not be required at banks, notary offices, airports for domestic flight check-ins, boarding trains passing through Uzbekistan, state, corporate, and other services, including electronic services and citizen reception at government bodies and other organizations that typically require document submission — meaning their electronic versions on the portal will be accepted.
