Uzbekistan to introduce “Childrenʼs Health” information system
On January 28, President Shavkat Mirziyoyev reviewed a presentation on improving the targeting of social assistance and introducing a new care system for people with disabilities.
This initiative was previously assigned during a video conference meeting on December 13. Accordingly, several proposals were developed, considering global practices and current needs.
Under the new plan, social assistance provided through the “Womenʼs Register” and “Youth Register” will be directed to families listed in the “Registry of Poor Families.“ Funds will be allocated proportionally to each regionʼs population size, the number of disabled individuals, and low-income families.
Families classified as impoverished will automatically qualify for asocial assistance without needing to submit additional paperwork.
Additionally, ineffective and low-demand social assistance programs will be optimized, and a standardized list of 28 types of social aid will be introduced. Medical treatment and surgical expenses allocated through social registers will be financed via the State Medical Insurance Fund.
“Infrastructure and Social Stability “funds will be established under district and city administrations, operating without legal entity status. Their resources will be allocated to address socio-economic, organizational, and infrastructural issues, promoting a healthy lifestyle and sports, and supporting environmental and nature conservation initiatives.
President Mirziyoyev emphasized the importance of improving care for children with disabilities.
In this regard, it is proposed to introduce a daytime care service on the basis of a public-private partnership for children with disabilities aged 3 to 18 years. Admission to such institutions will be based on a social contract with parents and the conclusion of psychological, medical, and pedagogical commissions.
By the end of the year, nearly 2,000 children with severe disabilities are expected to benefit from these services, enabling their mothers to pursue employment or education, ultimately improving family well-being.
A ʼChildrenʼs Healthʼ information system will be launched to track the diagnoses of each child with a disability. They will receive comprehensive healthcare, rehabilitation, educational, and social services.
Institutions providing these services will receive subsidies and preferential loans for procurement. Parents using daytime care services will be exempt from taxes on payments up to 3 million UZS per month.
The presentation also included measures to support families in overcoming poverty.
This process is organized based on the “Seven Opportunities and Responsibilities” principle. The “Register of Poor Families” information system has been launched to analyze familiesʼ socio-economic status, income, and assets.
Since its launch, the initiative has led to 48,000 job placements, vocational training for over 10,000 individuals, and financial support—including loans and subsidies—for 14,000 people. Additionally, medical professionals have been assigned to 140,000 families, 38,000 citizens have received social services, 32,000 children have been enrolled in preschools, and nearly 7,000 young people have been attached to universities for preparatory courses for entrance exams.
The Head of the State approved the proposals and instructed officials to categorize families in the poverty registry based on their ability to work, ensuring state protection for those unable to work while promoting their social integration.
