Uzbekistan to block electricity payments for waste collection service debtors from June 8

The President has signed the law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan Aimed at Strengthening Payment Discipline in the Provision of Waste Collection and Removal Services” [07.03.2025].
Under the new regulation, consumers with unpaid mandatory fees for solid household waste collection and disposal services will receive an SMS notification. If the debt remains unpaid, they will be temporarily blocked from making electricity payments until the outstanding amount is settled.
Service providers responsible for waste collection and removal must ensure accurate billing and payment calculations. In cases of errors or violations, they will be liable for compensating consumers for any incurred damages.
The temporary restriction on electricity bill payments will be automatically lifted once the waste service debt is settled. Consumers will have a five-day window to clear their dues before the restriction takes effect.
The law was adopted by the Legislative Chamber on December 24, 2024, and approved by the Senate on February 21, 2025. It will officially come into force on June 8, 2025.
