Uzbekistan introduces penalties for unlawful processing of personal data using AI

A law adopted on January 21 (No. ORQ–1115) introduced amendments and additions to several legislative acts. In particular, the Law “On Informatization” was supplemented and amended to
-establish the general principles for the use of artificial intelligence technologies;
-clarify the powers of the authorized state body in this field.

According to the document, artificial intelligence is defined as a set of technological solutions that imitate human knowledge and skills, enable independent learning, search for solutions, and perform specific tasks, producing results comparableto those of human intellectual activity.

The legislation also stipulates that, when making legally significant decisions affecting human rights and freedoms, it is not permissible to rely solely on the conclusions of information systems operating exclusively based on artificial intelligence technologies.

In addition, the unlawful processing of personal data using artificial intelligence technologies, as well as the dissemination of such data through mass media, telecommunication networks, or the global Internet, has been classified as an administrative offense. Penalties include the confiscation of tools used to commit the violation and fines ranging from 50 to 100 times the base calculation unit (BCU), up to 41.2 million UZS.

The law enters into force onthe date of its official publication.
