Students’ tuition fees may be covered by employers
A regulation titled “On the Procedure for Organizing Cooperation between Higher Education Institution Students and Customers” was approved by Government Resolution No. 8 dated 9 January 2026, the Huquqiy Axborot Telegram channel reported.
The regulation establishes the procedure for employers to cover contract-based tuition fees for students studying in bachelor’s degree programs from the second year and above, as well as the procedure for employing them after they complete their studies.
Under the regulation, tripartite agreements may be concluded between higher education institutions, students, and customer organizations. Ministries, agencies, and other organizations with more than 50 employees, or with investment projects valued at least $1 million, are eligible to act as customers.
Students wishing to take part in the program must submit an application in electronic (digital) form to their university by 20 September each year. The application must include documentation confirming the applicant’s academic performance.
Students apply on the condition that they will work for the customer enterprise or organization after completing their studies. To be eligible to participate in the application and selection process, applicants must have a GPA of 3.0 or higher in the current academic year.
Each year, by 15 October, the selection committee conducts interviews with applicants at the higher education institution. The primary criterion for selecting candidates is the formal conclusion provided by the customer’s representative.
Additionally, students who have concluded a tripartite agreement and completed their studies will be employed by the customer in accordance with the established procedure upon graduation.
