Measures to Empower Entrepreneurs and Boost Export Engagement discussed

On March 12, President Shavkat Mirziyoyev reviewed proposals aimed at expanding entrepreneurial activities and involving them in export ventures. 

The President emphasized this initiative during a video conference on December 18, 2023. Afterward, new strategies were crafted and shaped by entrepreneurs' input and expert collaboration. 

According to the analysis, last year, export-oriented enterprises received assistance amounting to 665 billion soums, facilitating exports valued at $3.2 billion. However, these funds were not effectively utilized in some sectors and regions. Exports in the electrical engineering, agriculture, pharmaceuticals, and jewelry sectors fell below average. Furthermore, 2,709 potential exporters have not received assistance from industry associations.

Henceforth, production, industrial zones, and export initiatives are slated for integration into a cohesive system at the regional level. A proposal advocates for the transfer of 12 sectoral and industrial associations into the Chamber of Commerce and Industry framework. As a result of this transition, project and export support matters will shift from the state to the self-governing body of entrepreneurs. This will facilitate decision-making on entrepreneurs' needs and requests while strengthening collaboration among them.

Drawing from the practices of developed nations, Uzbekistan plans to establish a Trade Development Company to replace existing agencies and funds in the sector. This entity will recruit skilled designers, technologists, and marketers globally to ensure local products align with international standards, aid exporters in accessing new markets, and promote domestic brands abroad. Subsidies, compensations, and other forms of support will be dispensed by this company, contingent on entrepreneurs' sustainability ratings.

Initiatives are being pursued to reinforce collaborations with pivotal institutions like the Uzbekekspertiza Joint Stock Company and the Chamber of Commerce and Industry. Additionally, business support project offices across all districts will further strengthen assistance mechanisms for entrepreneurs.

The President underscored that fostering business development stands as a top priority within economic reforms and delineated his vision for tasks aimed at supporting entrepreneurs.

Emphasis was placed on the significance of evaluating the functions and performance criteria of associations and enhancing the qualifications of their managers and employees. Furthermore, the imperative to focus efforts primarily on the regions and actively engage entrepreneurs in the development of new projects and exports was highlighted. Government officials shared plans to elevate the volume of domestic industrial exports to $12 billion this year.
