The practice of distributing state order parameters among state higher education institutions to be discontinued
The Presidential Decree "On improving the admission system to higher education institutions and placing state orders" was adopted.
The following procedure for forming and allocating state orders for personnel training in higher educational institutions has been established, under which:
a) from the admission for the 2024/2025 academic year:
• The practice of distributing the parameters of the state order among state higher education institutions is abolished, instead, a new procedure is now in place to approve parameters for Bachelor's and Master's degree programs in full-time education, except for higher military and paramilitary educational institutions;
• In distributing quotas according to the state order, priority is given to fields of study such as engineering, medicine, and the exact and natural sciences;
• Higher education institutions that carry out admission of students following the procedure and conditions established for state higher educational institutions, are allowed to take part in allocating the state quota. In this case, the funds allocated per student for the respective undergraduate program will be financed up to the average expenditure per student in state higher education institutions granted financial autonomy.
• Quotas for the state grant within higher education institutions are allocated based on the choices and scores of applicants who have registered for the respective bachelor's degree programs;
• Higher education institutions determine their admission criteria for the upcoming academic year based on their material and technical resources, teaching staff, and educational materials. These criteria are then submitted to the Ministry of Higher Education, Science, and Innovation.
• The Ministry of Higher Education, Science, and Innovation assesses the validity of admission criteria set by higher education institutions and submits them to the State Commission on Admission to Educational Organizations of the Republic of Uzbekistan (referred as the State Commission);
• The State Commission approves overall admission criteria for bachelor's degree programs within higher education institutions, including program formats and language of instruction. Additionally, it sanctions supplementary admission criteria for applicants receiving benefits, sets specific admission targets, and establishes admission standards for master's degree programs, categorized by funding sources (state grants or paid-contract basis) and language of instruction. These parameters are then forwarded to the Agency for the Assessment of Knowledge and Competences;
b) Beginning with the 2024/2025 academic year, the State Commission will approve the proportion of state grant quotas to the overall admission parameters for each educational field within higher education institutions. This approval will specifically pertain to Bachelors degree programs;
c) From 2025, the parameters of the state order will be approved for four years, based on the forecasted demand for highly educated personnel as determined by the Ministry of Economy and Finance and the Ministry of Employment and Poverty Reduction of the Republic of Uzbekistan.
