Amendments and additions introduced to rules for investigating aviation incidents in Uzbekistan

The Cabinet of Ministers of the Republic of Uzbekistan has adopted a resolution titled “On introducing amendments and additions to the Rules for Investigating Aviation Incidents Involving Civil Aircraft in the Republic of Uzbekistan, aimed at bringing the investigation process in line with international civil aviation standards” (Resolution No. 628, dated 7 October 2025), the “Huquqiy axborot” Telegram channel reported.

Under the resolution, amendments have been made to the Rules for Investigating Aviation Accidents Involving Civil Aircraft, originally approved by the Cabinet of Ministers on 17 November 2022 (Resolution No. 660).

According to the updated regulations, aviation incidents and serious incidents involving aircraft with a maximum mass of 2,250 kilograms or less will be investigated by aviation enterprises within the framework of their flight safety management guidelines.

The investigation process includes:
-collecting, recording, and analyzing all relevant information related to the aviation accident or incident;
-protecting certain records connected with the investigation of aviation accidents and incidents;
-developing flight safety recommendations, if necessary;
-identifying, where possible, the causes and/or contributing factors;
-preparing a final report.

Furthermore, during the investigation of aviation accidents and incidents, all physical evidence must be promptly submitted to the investigation commission and placed under its full control. It is also stipulated that other types of inspections and proceedings must not interfere with the work of the investigation commission.
