Uzbekistan introduces QR-Code passports for new buildings

A new system of QR-code passports will be introduced for all newly constructed buildings in Uzbekistan.

The measure is part of Presidential Decree No. PF-66, “On Measures for the Effective Organization of State Control in the Construction and Housing and Communal Services Sector,” signed on April 14, 2025.

According to the decree, each construction project will be assigned a QR-code passport starting September 1, 2025.

This will allow access to key information such as urban planning entities, construction timelines, relevant documents, and approved expert conclusions.

The decree also introduces restrictions on unauthorized modifications in multi-apartment buildings. Any reconstruction or redesign of apartments or basements that violates urban planning standards, such as altering or demolishing structural components and load-bearing walls, will be prohibited. Activities that negatively affect a buildingʻs earthquake resistance are also banned.

Additional measures will take effect from July 1, 2025:

- All drinking water supply and wastewater disposal system facilities will be subject to mandatory technological audits under formal contracts.

- Regional inspection units will begin establishing Online Monitoring Centers to oversee construction projects in real time.

- As a trial initiative, video surveillance cameras will be installed at newly constructed, state-funded sites in the Kashkadarya region in 2025.

- Mobile video cameras (bodycams) and specialized tablets will be used by inspectors to enhance oversight in the construction and housing services sector.
